Jeff Holm, P.Eng., FEC
Jeff Holm, P.Eng. FEC, is a professional engineer with over 20 years of experience. Jeff actively practices engineering consulting in land development out of Kamloops, BC, providing civil engineering services to Land Development, First Nations and Municipal clients. Mr. Holm has served on APEGBC Council for three consecutive terms and has acted as Chair for numerous Association initiatives including the registration and governance committees. He holds a Bachelor of Applied Science in Civil Engineering from the University of British Columbia, was named a Fellow of Engineers Canada and also is an Accredited Director as awarded by Dalhousie University.

Michael Isaacson, P.Eng., PhD
Dr. Isaacson is Professor of Civil Engineering at the University of British Columbia. He received his degrees in engineering from the University of Cambridge. He has been a faculty member at UBC for over 30 years, and has served as Head of Civil Engineering and as Dean of Applied Science. His area of research relates to coastal and ocean engineering and he is the author or co-author of two texts and over 250 technical papers. Throughout his career, Dr. Isaacson has remained active as an engineering consultant. Dr. Isaacson is the recipient of several awards, including the R.A. McLachlan Memorial Award from APEGBC.

Frank Denton, P.Eng., FEC
Frank Denton received his degree in Civil Engineering from the University of Liverpool. Until his recent retirement, he was the senior of three vice-presidents for McElhanney Consulting, a 350 person, civil engineering and survey/mapping company. He remains active with McElhanney Consulting, on a part-time basis, as a director. In addition to his engineering background, Mr. Denton brings knowledge and skills in accounting, commercial and contract law, project management and the real estate development business.

Vic Baker, P.Eng., FEC
Mr. Baker holds a Bachelor of Applied Science in Mechanical Engineering and a Masters of Applied Science in Metallurgy. The founder of Baker Materials Engineering, Mr. Baker has practiced engineering for 48 years. As president and principal of Baker Materials Engineering he has undertaken a very wide range of interesting engineering projects, including overseas assignments for large international firms. His work includes industrial failure analysis, accident reconstruction and materials consulting.

Matt Cameron, P.Eng., FEC
Mr. Cameron holds a Bachelor of Civil Engineering from Auckland University. A member of the engineering consulting community in Canada for the past 20 years, Mr. Cameron is Managing Partner of Kelowna-based CTQ Consultants. He has been involved with the Association at the branch level for 10 years and has served on the Professional Practice Committee and the Nominating Committee. In 2008-2009, he was a member of APEGBC Council.

Emily Cheung, P.Eng., FEC
Ms. Cheung holds a Bachelor of Applied Science in Civil Engineering and a Masters of Applied Science in Environmental Fluid Mechanics from the University of British Columbia. The Engineering Manager for DWB Forestry Services Ltd, she has over 20 years of experience. Ms. Cheung’s involvement with APEGBC has included positions on the Professional Renewal Task Force, Communications Committee and Standing Awards Committee. She is currently serving her third term as a member of Council.

John Clague, P.Geo., PhD
Dr. Clague holds a PhD in Geology from the University of British Columbia. He is the Shrum Professor of Science at Simon Fraser University and acts as a consultant for private sector firms and government agencies. Dr. Clague brings over 35 years of background in earth science, working with government and academia and maintaining close ties to private sector engineers and geoscientists. He is a director of the SFU Centre for Natural Hazard Research and author of two popular geological books and a textbook on natural hazards. Dr. Clague was the recipient of APEGBC’s C.J. Westerman Memorial Award in 1999. This is his first term on Council.

Ana Fernandes, CIM, FCSI (Government Order in Council Appointee)
Ms. Fernandes is a Portfolio Manager with Odlum Brown Limited. Previously, she was an Investment Advisor with Edwards Jones; a Senior Account Manager, National and Regional Accounts with Mayne Logistics Loomis (DHL); and a member and Event Coordinator with Business Networking International. Actively involved in the community, Ms. Fernandes is a member, former Chair, and former Program Coordinator with West Vancouver Women’s Networking Group with Hollyburn Country Club. In addition, she is a member of the Prince George Chamber of Commerce. Ms. Fernandes holds a Post-Graduate Business Diploma from the BC Institute of Technology and a Bachelor of Science in Nutritional Sciences from the University of British Columbia.

Donna Howes, P.Eng.
Donna Howes received her Civil Engineering degree from the University of Cape Town, South Africa. Her 26-year career has spanned South Africa, the UK and Canada, and her experience in both the public and private sectors covers a broad range of transportation projects from strategic design to construction management. She has been active in APEGBC through the Municipal Engineers Division (MED) and most recently was on the Board of the Consulting Engineers of BC. She is currently a director of Howes Technical Advantage Ltd., providing expertise for private and public clients.

Harlan Kelly, P.Eng.
A graduate of University of British Columbia with both a BASc in Civil Engineering and a Masters of Engineering in Environmental Engineering, Mr. Kelly brings years of senior level practice in consulting engineering. He was President & CEO of Dayton & Knight Ltd. from 2001-2006 and is currently their Vice President, Technologies. Mr. Kelly brings expertise from a broad range of engineering and business management skills. In addition, Mr. Kelly is an Adjunct Professor, Environmental Engineering at UBC.

Joe Martignago (Government Order in Council Appointee)
Mr. Martignago, MBA, is President of Martignago and Associates, a consulting firm specializing in project management, human resources and organizational development. He is a member of the advisory board of the University of Victoria's School of Public Administration. Mr. Martignago's career has included executive positions in the private and public sectors, including CAO of the Cities of Kamloops and Victoria. He has served as a director of numerous charitable, public and private organizations and companies..

Andy Mill, P.Eng. Struct.Eng., FEC
Mr. Mill holds a Bachelor of Applied Science in Civil Engineering and a Masters of Applied Science in Structural Engineering from the University of British Columbia. He is Partner and Director Buildings Group with David Nairne and Associates. He has been involved with APEGBC as a member of the Practice Review Committee and the Profesional Practice Committee. He has also served as chair of the Communications Committee and Registration Committee, and is currently chair of the Seismic Peer Review Committee. He has previously served three terms on APEGBC Council.

Mark Porter, P.Eng. Struct.Eng.
Mr. Porter holds a Bachelor of Civil Engineering and a Masters of Engineering Management from the University of Brighton. He is the Manager, Building Structural Group with Associated Engineering. His involvement with APEGBC includes participation in the Competency Based Assessment Project and membership on the Sustainability Committee. He has also been a presenter at the IStructE Part III Exam Training session.

Michael Waberski BCLS (Government Order in Council Appointee)
Mr. Waberski is a retired Professional British Columbia Land Surveyor spending the majority of his career at Waberski Darrow Survey Group Ltd. of Fort St. John. He has 29 years experience as a professional land surveyor. Mr. Waberski has successfully participated in a broad spectrum of Oil and Gas Industry projects and numerous cadastral surveying projects. He has been active in various regulatory review initiatives and was a member of the Oil and Gas Commission Practice Advisory Group and a Chair of the Oil and Gas Commission Advisory Commission.

Michael Wrinch, P.Eng., PhD
Dr. Wrinch holds a PhD in Electrical Engineering from the University of British Columbia, and undergraduate and master's degrees from Memorial University of Newfoundland. He is the Principal Engineer and founder of Hedgehog Technologies Inc., an electrical engineering and project management consulting company. He has been involved with APEGBC for 10 years and has served on many committees and task forces – most recently, the Professional Renewal Task Force and the Registration Committee.

Sheila Wynn, PhD
Dr. Sheila Wynn holds a PhD in Sociology from La Trobe University in Australia. During her 20 years in the BC public service, she was Deputy Minister with the Ministry of Energy and Mines, Environmental Assessment Office, Ministry of Community Services, Ministry of Social Services and Ministry of Women’s Equality. Previously she was Assistant Deputy Minister for the Ministry of Environment, Lands and Parks, and held senior staff positions in both the federal and Alberta governments. A former Chair of the Oil and Gas Commission Board of BC, Dr. Wynn has held positions on a number of boards, including BC Women’s Hospital. She is currently an active member of the Board of Directors for Pacific Opera Victoria.
