This candidate has been nominated by the Nominating Committee and is acclaimed for the office of President.
I am honoured to be nominated to the position of President of APEGBC. It is a great privilege to be chosen to serve the 26,000 members of our Association. After nine years serving on APEGBC Council and six years on the registration committee, I well understand the required commitment and responsibilities of this position. I look forward to serving our Association for the next year.
Protecting the Public – Our Core Mandate
Our association must continue to safeguard the public and the environment by ensuring that only properly qualified members are registered and licenced to practice. This is our association; it is only through the joint efforts of our members that we will continue to hold the confidence of the public, enabling our self-governing practice of engineering and geoscience.
Protecting our Members' Interests
Fiscal responsibility is more important than ever as your elected Council now has the duty to set our annual fees. This allows for longer-range budget and program planning for the benefit of our Association. As President, I will be responsive and accountable to our members that our assets are being well stewarded, supporting the core regulatory practice functions. Our Council will continue to provide oversight in a reasonable and prudent fashion to ensure the long-term sustainability of APEGBC. We must have an association that is fair, transparent, accountable and responsible to our members in fulfilling our key mandate of protecting the public. This year Council is implementing an independent internal review to examine and report on our Association’s effectiveness at providing value to our members. We are starting with the registration process and will cycle to examine professional practice, member services and administrative services.
Effective Governance
Governance committee continues to refine the principles, policies and structure that provide the strategic framework to guide our Association into the future. Effective governance sets the foundation to be responsible and accountable to the APEGBC membership and the public. I am an Accredited Director as awarded by Dalhousie University for completion of board governance study. I also continue to serve on the Board of Directors for Interior Savings Credit Union, with 80,000 members and $2 billon in member assets, which continues to provide me with a useful perspective on providing service and accountability to members.
Member & Stakeholder Engagement
We will continue to work towards the full trust and engagement of our members and stakeholders at every level of our organization. We run largely on the volunteer efforts of some 1,000 of our members who make the time to be actively involved to take care of our Association. It is vitally important that our organization continue to attract the best and brightest of society to take our professions forward.
The public, through our elected government, has given our members the right of self-regulation of practice in return for the assurance of public safety. Our government relationship strategy works to keep this basic contract in the front of government’s mind as they update the legislation for our Act. I will continue to work with the geographical Branches and Divisions of APEGBC to support your efforts in community and member outreach. It is vital that we continue to engage our members and the society in which we live and work.
It is the duty of your elected Council and Executive to provide strategic direction and oversight to guide our Association into the future. I will continue to work to improve the effectiveness of our member governed and well respected professional organization. I am very proud of our professions; we are truly the professions that make the world work.

I am honoured to be selected by the nominating committee to put forward my name once again for consideration as APEGBC Vice President. I am currently in my second term on council and over the past 5 years have seen the association transform into a business model with which I am very familiar. As Vice President I will assist the President to help guide and facilitate council’s direction.
“Why do you want to run for Vice President?”
Prior to making my decision I gave a lot of thought to what was motivating me to run. I realised that the many personal and professional relationships that I have formed throughout my career have been driven by my profession. I am very passionate about our profession and very proud of the fact we are self-regulating. I very much want to be a part of setting the direction of where we take our association into the future and to ensure the “Right of self-regulation”.
The Role of Council:
The role of council is similar to the “Board of Directors” for a corporation; they set the direction in which the organization will head. Council is ultimately accountable to the members for the success of the association; it directs staff to carry out the strategic plan that has been developed and reports back to its members on its achievements. The main areas of focus for council currently are:
Governance:
Our core mandate is to protect the Public and the environment and as a self-regulating profession the association becomes the enforcer of the Act. In saying that, we also need to be transparent, fair and accountable while we carry out our core mandate. Improvements to our Act will enable us to govern even more effectively and efficiently.
Financial:
As in any business a sustainable financial model is critical in running a successful organisation. Council gives an enormous amount of attention to the budget process and ultimately approves the budget from year to year. Currently, membership fees are budgeted to cover the costs of about 90% of our core regulatory objectives with the remainder coming from revenue generated by other programs. Our mandate is that all programs other than the core regulatory ones must be at least self-sufficient. One area we need to address is our reserve funds which ultimately should be at a level of about 3 months operating expenses which is good financial management.
Strategic Planning and Direction:
As in the corporate world council is responsible for setting the strategic goals for the association and the means of how to get there. We look at the “10,000m” level and leave the details to the management team to sort out and report back. This is essential to be able to maintain our self-regulation and to show government that the protection of the public and environment is in good hands.
Member Engagement:
Council cannot operate in isolation to its members and as such council has made it a priority to engage the members in the affairs of the association and council. This can be achieved through committees and task forces as well as surveys and feedback from the branches. We cannot just “Hear” what the members are saying but we must “Listen” as well.

M (MICHAEL) ISAACSON PEng | Vancouver, BC
This candidate has been nominated by the Nominating Committee.
I am honoured to have been nominated to serve as APEGBC Vice President. I have been a UBC faculty member for over 30 years, including service as Head of Civil Engineering and as Dean of Applied Science. Throughout, I have remained active as an engineering consultant and have had a close engagement with APEGBC and the engineering profession. Through my various professional and volunteer activities and roles, including service as director on several boards, I have obtained experience and knowledge in many areas of direct relevance to the Association, and I would hope to bring these to bear in my role as Vice President.
I will work to improve the Association's benefits to our members and to BC society. This will include contributions through three broad areas:
- Standing and roles of the professions. Enhancing the standing, influence, profile and roles of the engineering and geoscience professions in shaping BC society, including appropriate and effective self-governance through the Act and a constant acknowledgement of the outstanding contributions of our professions and members. In part, this needs to be accomplished by Council continuing to refine the Association's Strategic Plan and ensuring an effective and rational implementation of the various strategic initiatives that have been so identified.
- Stakeholder Engagement. Assuring meaningful levels of member and stakeholder engagement. These include a close two-way dialogue with our members through the branches, divisions, committees, the AGM and conference, consultation structures, liaison activities and other avenues. Likewise, there is a need for a strong and effective relationship with the BC government, as well as with many organizations at the provincial and national levels.
- Operations. Enhancing the efficiency, effectiveness, transparency and accountability of all APEGBC activities and operations, including the EIT/GIT experience, the registration process and practice reviews. The Association must be fully accountable to our members by managing all its funds in a reasonable, prudent and transparent manner. In this vein, I recently contributed to establishing the current "value for money" process that is intended to ensure that all Association funds are used efficiently, effectively and transparently.
I am deeply committed to strengthening our professions in British Columbia, and would be honoured to contribute as APEGBC Vice President. I would very much appreciate having your vote.

I am honoured to have been nominated to run for Council of our Association. I grew up in Sweden and was educated in both Sweden and Canada. I bring almost 20 years of progressive engineering consulting experience, serving local and global clients in the port and maritime sector. My experience includes both smaller entrepreneurial offices and larger multi-divisional organizations, where I’ve been involved with business development, operations, client liaison, proposal and project execution. As a project manager I’ve overseen work and assisted clients with a variety of projects globally, including planning and concept development work, feasibility and due diligence studies, detailed design, tendering and construction management services. This experience has provided me a broad world view and a capacity to understand and facilitate the potential convergence of different needs.
Major demographic, social, technological and environmental changes are expected locally and globally over the next 10 years and beyond, covering a range of elements from healthcare, the environment, safety, food and energy security, global competitiveness to quality of life. For engineers and geoscientists the following are some of the associated key issues and challenges that we need to become more engaged in and provide increased leadership in addressing:
- The image of the consulting engineer
- International competition
- The future need for engineers
- New and rehabilitation of decaying infrastructure and facilities
- Climate change mitigation and adaptation
- Higher education
I strongly believe that the engineering and geoscientist profession’s can optimize its value and effectiveness in supporting society by taking an increasingly active role politically, devoting more time to government service, and taking a more active role in education.

J J (JOHN) CLAGUE PGeo | West Vancouver, BC

Council must continue to focus on APEGBC’s mission: first, protection of the public in areas of engineering and geoscience; and second, service to its members. Of the issues facing APEGBC, I will work to:
- Promote effective governance of APEGBC. Continued scrutiny of Association expenditures is essential to give members confidence that their fees are being used efficiently and effectively.
- Raise public awareness of APEGBC and its pivotal societal role. The Association should use societal issues in which it has expertise to raise its public stature and to encourage students to pursue careers in engineering and geoscience.
- Improve services to our members. The Association should expand its efforts to offer high-quality professional development opportunities, under the advisement from members.
- Streamline registration and professional mobility. I will work with the Canadian Council for Professional Geoscientists to reduce inter-provincial barriers to PGeos practicing across Canada. I support parallel efforts to promote national mobility for PEngs.
- Increase support for engineering and earth science students. The Association should provide more support to university students through a Coop training program, scholarships, and career counseling.
If elected, I will apply my energy and over 35 years of experience in government and academia to address these issues.

Engineering has inspired me, and I would be honoured to be part of the team working towards enhancing and influencing the direction of this dynamic profession. My career in Civil Engineering has been varied and exciting. It has allowed me to work in three continents, both in the public and private sectors. I have been fortunate to be involved in a wide range of projects from construction to strategic planning. One of the most fulfilling aspects of my career is to be able to see the results and to put back and improve the community we live in - to make a difference.
I have always believed in giving back to the profession and I have been involved wherever I have lived. With APEGBC, I was involved in Municipal Engineers Division for 8 years where I also chaired the Executive for one year. Once I was in private practice, I was lucky enough to be included on the Board of CEBC which has given me insights into working of the profession and the operation of a Board. I am confident that with APEGBC Council I can also make a difference and help raise the value and awareness of the fantastic work that engineers do!
In my opinion, some of the key issues are:
- Raising the profile of engineers
- Co-ordination with other Provinces and Associations
- Reduction in the Ultimate Limitation Period
- Streamlining registration of foreign trained experienced engineers
- Improving diversity

Although I am not a Civil Engineer, I will “build” upon my quest to be the” bridge” between the practice of engineering and geoscience which I believe will contribute to a strengthened “foundation” for the association.
I have a straight forward, no nonsense approach and will continue to bring this trait to council in representing both geoscientists and engineers.
It is my goal to focus on two areas:
- Ensure that the association is on a continuous fiscally sound footing by investigating and perusing avenues for increasing revenue and/or decreasing costs.
- Represent and promote the interests of geoscientists in partnership with our engineering colleagues.
I will also continue to advance inter-provincial mobility. As a member of four professional associations, I am acutely aware of the burden of practicing in multiple jurisdictions. I am a passionate advocate for NI 43-101 and Best Practices which I will bring to council through my parallel relationships with like minded associations.

This candidate has been nominated by the Nominating Committee.
I am honored to be nominated to stand for Council for 2011-2012. I have made the decision to run for Council to continue my volunteer service to the Profession which dates back over 15 years. I have contributed at both the Provincial level, sitting on the Investigation, and Environment Committees with APEGBC, and more recently the Professional Renewal Task Force. I have also volunteered with Engineers Canada for over 10 years, including serving as Chair of the Qualifications Board.
My professional background within the Municipal field includes experience both within Government as well as Consulting practice. This provides me with a healthy balance of public/private practice experience from which to contribute to Association business.
If elected, I commit to contribute to positive Council discussion at the policy level, and will work to achieve consensus on the issues facing Council. I endorse the recommendations of the Professional Renewal Task Force, and in particular, the introduction of competency based assessments throughout the registration process, enhanced mobility of the Engineering Profession, both within Canada, the US, and abroad, and competency based assessment.
I believe that we should be working towards the eventual creation of a national registration database for Professional Engineers and Geoscientists in Canada. The current system of paying fees for each province that one practices in is out of date, and doesn’t well suit the needs of the profession moving into the future.
With Council now being responsible for setting our fee structure, I believe that individual Council members have an increased responsibility to manage the financial affairs of the Association in a fiscally responsible and transparent manner. I will work towards this goal.

I ask for your vote in this important election if you believe, as I do, that we must enhance the status, influence and respect of BC professional engineers and geoscientists.
As a member of Council, I will continue my work of advocacy for, and protection of, our professions with all three levels of government and the public. APEGBC needs to influence policy and regulations at the development stage, rather than having to react to decisions made by governments without our voice.
My focus is on prudent fiscal management - making effective use of our resources and implementing efficiencies. I believe that we can make better use of our current resources.
As your representative, I will continue to be available directly to you, the member, to listen and assist with your issues, and to advance your interests with the Council. To serve members in this way would be an honour.

APEGBC has taken on a greater profile in recent years in terms of influence within the economy and in promoting the interests of its membership. Going forward, it must continue to represent the profession and enact change in a transparent and effective manner.
As a past member of Council and having served on a number of Association Committees, I have a deep understanding of the key issues and challenges that together we face as part of our self-governing mandate.
As a Council member, my focus would be three-fold:
- Operational Efficiency – collectively work to streamline operations, processes and regulation within the Association and those affecting the Association.
- Prudent Fiscal Management – ensure that all Association business is conducted in a transparent, democratic and forward looking manner.
- Advocacy – Raise public perception of Professional Engineers and Professional Geoscientists, partner with Government to shape legislation and determine policy.
