This candidate has been nominated by the Nominating Committee and is acclaimed for the office of President.

I am excited about being President of our Association next year. To be able to publicly represent some 26,000 dedicated, hard-working and self-effacing members is, indeed, an honor. Being recently retired from over 40 years of hands-on engineering, culminating in an executive role in a large BC consulting company, I believe I have the appropriate skills and time to be effective.

During my term, I would like to particularly focus on:

  1. Budget and Fees:  Now that the government has entrusted Council with setting the membership fees, there is an opportunity to ensure our core regulatory functions are properly funded and to plan over a longer term. However, we must recognize that Council now has much greater responsibility to ensure that all expenditures are absolutely necessary to fulfill our public protection mandate or provide tangible and accountable benefit to our members. Be assured that I intend to see that all expenditures continue to be rigorously controlled.
  2. Member Engagement:  Council has made it a priority to improve member engagement and I regard this as extremely important. I recognize that the many surveys that APEGBC is sending to members can be intrusive but they are vitally important, for how else are we to distinguish real consensus from the opinion of the squeaky wheels.
  3. Continuing Professional Development:  The recent member CPD survey provided 3 clear messages: a) there is support for mandatory CPD; b) day-to-day practice experience is viewed as an important element in staying current, and; c) any program should be aligned with the requirements of other provinces. The path forward must reflect these opinions. I am in favor of making it very practical to opt to be “non-practicing” (with no stigma attached) with no requirement to do CPD.
  4. Act Update:  Since our Act is so fundamental, it is crucial that there be broad based membership support for proposed changes before we present our wish-list to government. As the changes will cover numerous facets, it is doubtful that any individual member will endorse 100% of the package. This highlights the importance of the survey on this which will go to the members this fall, since it will allow Council to determine the true weight of opinion on each issue.

There are numerous other issues that deserve our ongoing attention. These include:

  • The Engineering and Geoscience Team – Ensuring public safety while serving the interests of professionals and non-professionals alike.
  • Mobility – The “National Framework”, currently under discussion, could be a great step forward.
  • Public Profile of the Profession – I will speak publicly about our contribution to society whenever possible.

I look forward to serving the membership in the upcoming year.

Vice Presidential Candidate (acclaimed))

This candidate has been nominated by the Nominating Committee and is acclaimed for the office of Vice President.

I am honoured to have been acclaimed to the position of Vice President of APEGBC. After seven years serving on APEGBC Council and six years on the registration committee, I well understand the required commitment and responsibilities of this position. I am committed to continue to work towards improving our Association. 

Effective Governance
I currently chair the Governance Committee that is developing the principles, policies and structure that will provide the strategic framework to lead our Association into the future. Effective governance sets the foundation to be responsible and accountable to the APEGBC membership and the public. 

Dalhousie University recently conferred an Accredited Director designation on me in recognition of my completion of board governance study. I also continue to serve on the Board of Directors for Interior Savings Credit Union, with 80,000 members and $2 billon in member assets. 

Protection of the Public – Our Core Mandate
Our Association must continue to protect the public by ensuring that only properly qualified engineers and geoscientists are permitted to register and practice. This is our Association; it is only through our joint efforts that we will continue to hold the confidence of the public, enabling our self-governing practice of engineering and geoscience.

Financial Responsibility – Protecting our Members Interests
Fiscal responsibility is more important than ever for our Association as Council now has the duty to set the annual fees. As Vice President I will continue to be responsive and accountable to our members that our fees are being well stewarded, supporting the core regulatory practice functions as required by the Engineers and Geoscientists Act of BC. We will continue to manage the Association in a reasonable and prudent fashion to ensure the long term sustainability of APEGBC. We must have an association that is fair, transparent, accountable and responsible to our members in fulfilling our key mandate of protecting the public. 

Member & Stakeholder Engagement
I will continue to work towards the full engagement of our members and stakeholders at every level of our organization. We run largely on the volunteer efforts of some 1,000 of our members that make the time to be actively involved to take care of our Association. It is vitally important that our organization continues to attract the best and brightest of society to take our professions forward.

We will continue our successful government relationship strategy. The public, through our elected government, has given our members the right of self regulation of practice in return for the assurance of public safety. We need to keep this basic contract in the front of government’s mind as they update the legislation that regulates our practice. 

Council is developing a member satisfaction survey to measure how APEGBC is performing as part of our balanced scorecard. This will be a useful tool to track how our members are thinking of the Association and will help us to improve our responsiveness.   

It is the duty of your elected Council and Executive to provide the strategic direction and oversight to guide our Association into the future. I will continue to work to improve the effectiveness of our respected professional organization that our members support. I am very proud of our professions; we are truly the professions that make the world work.

I am honored to be nominated as a Council Candidate and grateful to the APEGBC members who nominated me. I have the following objectives to work hard in as a facilitator between the Memberships, Council, Government and the Public and to stand in the front lines for engineers’ rights and liabilities fairly. To move forward, I am seeking your support to be elected to turn together these objectives to be factual:

  • Reduce APEGBC membership fees for young engineers and to volunteering members.
  • Reduce APEGBC learning seminars fees to be affordable for young engineers to enhance knowledge transfer.
  • Speed up APEGBC applicants files reviews to tackle professionals’ scarcity.
  • Increase Professional Engineers & Geoscientists remuneration benefits and services.
  • Enhance the BC Infrastructure Seismic Retrofitting to be ready for high magnitude earthquake.
  • Reduce Green House Gas emissions on BC paving through advancing in using Cold in-Place Recycling and Warm Mix Asphalt.
  • Address Engineers Canada objectives in raising women engineers profile and attracting more women to the profession.
  • Greater dialogue between the APEGBC Members and Council.
  • Ensure APEGBC members are providing the lead in design for a sustainable environment.
  • Facilitate the process for APEGBC members to join other Engineering Associations within Canada and Western States of America.
  • Enhance construction standards and contracts language across BC.
  • Increase Academic Engineering Researches support through Academic Industrial Interaction.

This candidate has been nominated by the Nominating Committee

I am honored to have been nominated to serve as your representative on the 2010-2011 APEGBC Council.

My Background

I am a third generation Professional Engineer with over 35 years of extensive experience in geotechnical engineering in BC and Alberta. Following graduation from IIT Mumbai in 1970, I completed Masters level coursework in soil mechanics and foundations from the University of Ottawa prior to moving to Vancouver in 1973. Between 1973 and 1995, I held diverse positions with large geotechnical engineering firms, such as Hardy Associates and Golder Associates. In 1995 I established Valley Geotechnical. Over the last 15 years I have provided practical and value-added engineering solutions to a variety of clientele; which has resulted in progressive growth through repeat business and referrals.
 
I have been active in the Association throughout my professional career and now want to participate in the decision making process that affects our professional lives. Due to my diverse and varied background, I am uniquely qualified to provide a valuable service to the membership.

As a member of Council, I will:

  • Dedicate myself to increase public awareness of our roles and responsibilities
  • Implement a plan that provides adequate mentoring for our upcoming engineers through employer participation
  • Work to achieve a more transparent APEGBC relationship with its members

V T (VIC) BAKER PEng
This candidate was nominated under Bylaw 3(e) by 25 or more members of the Association.

I have been practicing engineering for 48 years, am currently president of a consulting engineering firm, and have served on a substantial number of panels reviewing applicant qualifications for P.Eng. status. I graduated in Mechanical Engineering from UBC and subsequently was awarded a MASc in Metallurgy and Materials Engineering. My experience includes National Defence Department work on naval aircraft and management of a large testing lab before founding Baker Materials Engineering Ltd. in 1971.

I have chosen to run for election to Council because I would like to help restore Council’s proper function – representing the membership. Council have progressively lost this focus, becoming increasingly isolated from the members. The degenerating relationship finally led to the shocking episode where Council persuaded government that our profession could no longer function without their supervision.

Council needs to work to restore the respect and trust of the membership. I believe an environment of openness will lead in that direction.

  1. Bring volunteer members in to serve, particularly on short term committees to consider and advise on policy issues. This would allow APEGBC to tap into the wisdom and experience of those practicing the profession.
  2. Our magazine “Innovation” should be re-orientated to its primary function: a platform for communication by the members on current issues. Letters-to-the-editor should all be published, and in full.

The APEGBC has sought to greatly expand the scrutiny of practicing members by monitoring on-going qualifications. I suggest that the scope of these plans may be excessively ambitious and unrealistic. The organizational resources of our Association are not unlimited. Where APEGBC can most effectively maintain the fitness-to-practice standards is in the scrutiny of applications for membership. Unfortunately, bureaucratic convenience here has seen electronic methods replacing a proper review panel of two members, and handwritten logs submitted by EITs. The result of electronic shortcuts has been a serious weakening of the rigor of these vital fitness-to-practice assessments. The traditional panel review procedures should be restored – ultimately for the benefit of both the public who rely on “P.Eng.” or “P.Geo.” as representing competency, and for protecting the status and prestige of the profession.

The random practices review is a procedure which is unjustified and makes unreasonable and unnecessary demands on members. This procedure should be dropped. 

The above is generally where I would like to see Council going in the future.

This candidate has been nominated by the Nominating Committee.

I am honoured to be selected by the nominating committee to put forward my name once again for consideration as APEGBC councillor. I’ve been part of the engineering consulting community in Canada for the past 20 years and have been involved with the association at the branch level for at least 10 years. I was on Council before in 2008-2009. Currently, I am Managing Partner of a Kelowna-based Engineering Consulting company which enables me to be up front and centre with issues facing Engineers in the public realm. With fewer engineers coming into the workforce than is leaving, we will need to realize the pressures this will place on our work and the need to preserve the quality of work produced. The primary role of the Association is to ensure that we are practicing within the requirements of the Act by self governance and enforcement. The protection of the public and the environment is our primary mandate. The role of Council is to set policy and direction and let staff deal with the details. Being a director on three boards and a manager of an office, I believe my business skills will bring tools to the position of councillor to aid in setting policy and direction. I feel very strongly about CPD and Mentoring, continuing to learn and transferring the knowledge onto others is a must. Our Act states that we must stay current with the practises of our profession and CPD is a way of helping with this. The association faces increasingly tough times with the limited resources and now that we have council setting the fees we need to be transparent and accountable to our members even more so than before.

This candidate has been nominated by the Nominating Committee.

I have a BSc. Degree in Industrial & Civil Engineering from East China Jiaotong University. I hold P.Eng. designation with APEGBC and PQS designation with QSBC with over 20 years engineering and construction experience, especially in the field of construction project management and quantity surveying.

In the capacity of Facilities Manager with Vancouver Island Regional Library, I am responsible for development and maintenance of an overall facilities program for 39 locations on Vancouver Island. I was involved in the construction of three Skytrain Stations on the Canada Line Project in Vancouver and the development of several large scale entertainment facilities projects as well as construction of commercial and residential projects in Metro Vancouver area.

My vision is to make this country more beautiful. My goal is to help internationally trained engineers (ITEs) so that they can contribute their knowledge and skills to strengthening the Canadian economy. My objectives include promoting internship program so that ITEs can gain necessary Canadian experience required for registration, and advocating recognition of ITEs’ foreign credentials.

There is a bias that it is very hard for ITEs to be recognized by professional bodies such as APEGBC. This is not fair since some Government Departments have discrimination on overseas credentials. They do not even recognize P.Eng.’s foreign accredentials evaluated by APEGBC. These departments are actully making barriers for new immigrants. One can imagine how hard it will be for other ITEs to be recognized! I realize that there is a long way to go for ITEs’ overseas credentials to be recognized by the Government. I would like to speak up for ITEs, stand up for APEGBC as well as defend our professional dignity and value.

I appreciate your vote since it is very important to help ITEs for the interests of the public, the professionalism of APEGBC, the Canadian economy and the ITEs.

It would be my privilege to serve members through the position of Councillor. The experience of being a councillor has been very fulfilling as giving back to the profession in this capacity has enhanced my career and made me a better professional.  I take the opportunity of serving the profession very seriously and would be pleased to continue to serve. We have the mandate of protecting the public and would like to continue to work with members and the association to do our best to ensure work is done efficiently. Helping our members be better practitioners through excellence in the professions is the best way to protect the public.  Some key elements to working on council include the following:

  • Providing greater opportunities for advancement and improvement on the practice of our professions.
  • Streamlining the use of funds and assuring fiscal responsibility.

I have experience throughout the Province in both consulting and government employment which has provided me with a broad understanding of the issues faced by the profession throughout the Province. In over thirty years of APEGBC membership I have been active at a Branch executive level, in Association committees and more recently as a Membership Reviewer/Interviewer which has resulted in discussions with numerous aspiring members.

All the candidates are worthy of your consideration, but I believe we need a balance of the disciplines and professional functions of our council. I offer an operational and management perspective in the public sector where the needs of the professional engineers differ from the private sector.

My goals for the next two years are;

  1. To provide my best possible professional and personal input into the future of this association on behalf of all its members
  2. To improve the participation by younger members, the future of our Association, in APEGBC activities especially the AGM;
  3. To work to encourage greater participation in APEGBC activities, such as elections, by all active and eligible members;

I offer my name for election based on my broad knowledge of the Province, my long time successful interaction with many other disciplines besides Civil and my lifetime dedication to the profession of engineering, including the advancement of younger engineers.

I am honored to be considered for the position of councilor, especially alongside such distinguished and dedicated colleagues. I would like you to know that I have a straight forward, no nonsense approach and will bring this trait to council in representing the geoscientists and engineers of British Columbia.

It is my goal to focus on two areas:

  • Ensure that the association is on a continuous fiscally sound footing by investigating and perusing avenues for increasing revenue and/or decreasing costs.
  • Represent and promote the interests of geoscientists in partnership with our engineering colleagues.

I will also continue to advance inter-provincial mobility. As a member of three professional associations (APEGBC, APEGGA and NAPEGG), I am acutely aware of the burden of practicing in multiple jurisdictions. I am a passionate advocate for NI 43-101 and Best Practices which I will bring to council through my parallel relationships with like minded associations. 

In addition, I will spearhead the continued effort of increasing registration of geoscientists by communicating the benefits of professional membership along with offering greater value to all members.

I am honored to have been nominated to run for Council of our Association. I am excited about the opportunity to return to Council as I have recently devoted time to specific committees. In preparing this statement, I asked colleagues for their thoughts on APEGBC. After initial periods of silence in response to my question, the feedback on the following items shall form the basis of my objectives on Council:

  • Strengthen a profile and reputation for APEGBC that positions the Association and its members as trusted advisors to government and industry.
  • Improve professional mobility.
  • Reform joint and several liability and reduce the ultimate limitation period.
  • Reengage those members that feel disconnected from the Association.

Expanding on the first point, APEGBC has an opportunity to build on a solid reputation with Government and bring better “science” to public issues. As immediate example, we can make a major contribution by putting the issue of aging infrastructure front and centre on the public agenda.

I am honoured to have been nominated by well-respected colleagues to stand for election to APEGBC council. Since moving to Canada in 2006, I have been impressed by the level of expertise, innovation, and professionalism of the engineers and geoscientists I have met. Your dedication to the profession has inspired me to seek your vote as a member of APEGBC council.

If elected it would be my absolute pleasure to give back to our professions, which I believe can and should lead the way in sustainable design. As professional engineers and geoscientists, we need to be leaders in demonstrating environmental, social, and economic responsibility in our work and on every project we undertake. I would be a champion for sustainability within council.

I am proud to have the designation P.Eng., and am an advocate of the competency levels required to gain the status of Professional Engineer or Professional Geoscientist. As self-regulating professions, I believe we must ensure that there is consistency in evaluation and training requirements, as well as good mobility agreements between provincial associations and international organizations. Our high standards for academic, experience, and professional practice promote public safety and our professions. APEGBC has invested significant efforts to this end; I will help to ensure that the work we have done to date reaches consensus and adoption.

Above all my appointment to council would be an avenue for you to be heard. As a councilor, I would seek to focus on the issues most relevant to us as practicing engineers and geoscientists. This can only be effective if I am listening to you and so my commitment is to be approachable and to serve you.

As an electrical safety regulator with more than 25 years of experience, I've come to appreciate the critical input of engineering in the development of cost effective practical Safety Standards and Codes for Canada.

I am not in favor of recent APEGBC initiatives to create more regulation and red tape for members. The prime goal should be to admit only qualified applicants in the first place. Proposals for multiple grades of membership are a means to admit those with doubtful qualifications. Multiple member grades would confuse the public and those who seek engineering services.
 
In order for members to perform their work, they inherently maintain competence and I am not in favor of burdening members with filling out forms which merely deal with the obvious.
 
Random practice reviews appear to have no merit. We should preserve Association resources to deal with the few members who are identified as problems by performing sub-normal work.

Proposals to provide membership and right of practice to technologists could lead to serious liabilities and potential public harm. The work of technicians and technologists should always be under the supervision of a Professional Engineer or Geoscientist.

If elected I would have an open door and welcome input from the members, forming a balance to directives from the administrative staff.

I consider it a great honour to be nominated for council by the nomination committee. I have had the pleasure of serving the Association as Councilor, Branch Representatives Chair, and on several APEGBC committees. Through these activities, I have become very familiar with APEGBC’s business and core issues, and I look forward to continue to contribute my energy and efforts on council.

It is important that we are recognized for our inherent value and contributions by decision and policy makers. The Association must continue to foster initiatives in collaboration with industry and government, such as, the BC School Seismic Upgrade Program. I will continue to support and be actively involved in the efforts of the Association, working to raise the profile and status of engineers and geoscientists in the province by promoting our high standards of professional practice and ethics. 

Protecting the public requires more than simply exerting our technical expertise, as professionals, we must link this expertise to broader social and environmental priorities. In this, I will support the Association to update the Act. These revisions will serve to address the challenges of an increasingly diverse membership, professional liability and the aforementioned social-environmental linkage.

To improve our standards of excellence, it is crucial to address creative solutions for updating practice guidelines and make broad-based professional development opportunities available throughout the province, not just focusing in our larger metropolitan areas.

It is only through our combined forward thinking efforts that we can gain the confidence of government, while protecting the public to enable the continued practice of professional engineering and geosciences.
