Derek Doyle, P.Eng.

Derek Doyle, P.Eng.
Chief Executive Officer

Derek Doyle has broad experience in industry, consulting and government. He has plant and production experience in machinery manufacturing, cable, plastics and the paper industry. Mr. Doyle has built and managed environmental and engineering consultancies. In his public sector career, he has been Assistant Deputy Minister for the Manitoba Ministry of Natural Resources, with responsibility for water resources, a large engineering and construction organization, crown land and provincial parks. He was Director of the Ontario Environmental Assessment Branch.

Most recently, Mr. Doyle was Commissioner for the BC Oil and Gas Commission from 2001 to 2006, responsible for the regulation of all exploration, drilling and pipelining in the province. This work involved collaboration with First Nations and the negotiation of consultation agreements with eight Treaty-8 communities.

A graduate of University College Dublin, Mr. Doyle has a Bachelor of Engineering (Mechanical), and holds an MBA and a CBM from the University of Manitoba. Mr. Doyle brings with him an understanding of regulatory challenges facing government, business and the professions of engineering and geoscience. He has lengthy experience in consultation and dispute resolution.

Derek Doyle, P.Eng.

Janet Sinclair
Chief Operating Officer

Responsible for the Association’s operational and member support functions, Janet Sinclair oversees APEGBC’s communications, stakeholder engagement, information technology and human resource functions.  Her role as Chief Operating Officer involves strategic planning and development, and resource allocation and management within these areas.

Ms. Sinclair holds a BSc in Genetics from the University of British Columbia and a postgraduate diploma in cytogenetic technology from the British Columbia Institute of Technology. A past president of the BC Society of Medical Laboratory Science, she practised as a cytogenetic technologist at Vancouver General Hospital for eight years before joining APEGBC in 2001.

Gillian Pichler, P.Eng.

Gillian Pichler, P.Eng.
Director, Registration

Gillian Pichler is the Director of Registration for APEGBC.  She is registered as a P.Eng. in BC and an ing. in Quebec. Ms. Pichler graduated with a Bachelor of Engineering in Mechanical Engineering from McGill University and has an MBA from Concordia University.  She is responsible for all registration and licensing activities at APEGBC and is involved in national and international activities at Engineers Canada. Prior to joining APEGBC, Ms. Pichler was in charge of Facilities, Plant & Production Engineering at Gillette Canada, Montreal, for 16 years.

Ray Filipiak

Ray Filipiak, P.Eng.
Associate Director, Admissions

As Associate Director, Admissions, Mr. Filipiak is responsible for the day-to-day operations of the applications intake, evaluation and registration/licensing processes for the Association.   His role includes the administration of processes in line with legislation, guidelines and policies; supervision of reporting staff; support of associated committees; as well as oversight of the Member-in-Training Program.

Mr. Filipiak is a professional engineer registered with APEGBC and APEGGA and a project management professional registered with PMI.  He holds a B.Sc. and M.Eng. in civil engineering and an M.Sc. in engineering management from the University of Alberta. Formerly Principal at Technology Analytics, Mr. Filipiak has also held positions with the Alberta Ministry of Transportation, Okanagan University College and has been partner or principal in firms that develop web and technology solutions for business.

Peter Mitchell, P.Eng.
Director, Professional Practice, Standards and Development

Peter Mitchell is the Director of Professional Standards and Development at APEGBC. Peter is responsible for developing and directing proactive quality assurance programs covering member's practice standards. Two key components of these programs are the APEGBC Practice Review Program and the development and adoption of practice guidelines.

Peter provides staff support to numerous committees, task forces and boards dealing with professional practice issues including the Consulting Practice Committee, Building Codes Committee, Seismic Peer Review Committee, Practice Review Committee, and the APEGBC/ABCFP Joint Practice Board. He also provides support to the Division of Engineers and Geoscientists in the Resource Sector (DEGIRS), works closely with the Structural Engineers Association of BC, and directs APEGBC’s response to various government legislation impacting the practice of professional engineering and geoscience in BC.

Gilbert Laroque.

Gilbert Larocque, CD, P.Eng., LLB
Associate Director, Professional Practice

Gilbert Larocque  is a registered professional engineer in BC and Ontario, and is a member of the Bar of British Columbia. He has over 30 years of engineering experience gained in the fields of aviation, project and program management, construction and building envelope.

Gilbert provides guidance, and deals with professional and ethical practice-related issues within the professions of engineering and geoscience, including matters of practice overlap with other professions. He also provides staff support to numerous committees, task forces and groups dealing with professional practice issues, including the Organizational Quality Management Committee, Building Codes Committee, Building Envelope Committee, Certified Professional Advisory Working Group, Consulting Practice Committee, Environment Committee,  Sewerage Guidelines Task Force and the Temporary Structures Task Force. He also supports the Division of Environmental Professionals and the Municipal Engineers Division, and works closely with the Architectural Institute of British Columbia.


Geoff Thiele, LLB

Geoff Thiele, LLB
Director, Legislation, Ethics & Compliance

A graduate of the University of Toronto Law School, Geoff Thiele practised law in the Lower Mainland for nine years before joining a claims adjusting firm. For five years, he investigated professional liability claims against engineers, architects, surveyors and a wide variety of other professions. Mr. Thiele joined APEGBC as the Associate Director, Regulatory Compliance in October 2004 before moving into the role of Director, Investigation and Discipline, where he is responsible for the complaint (investigation and discipline of members) and enforcement (illegal practice) processes, as well as providing general legal advice to the Association.

Deesh Olychick

Deesh Olychick
Associate Director, Member Services

As Associate Director of Member Services, Deesh oversees the long-range planning of APEGBC’s Continuing Professional Development programming, the Annual Conference & AGM, as well as many other member service programs.

Ms. Olychick holds a BA from Simon Fraser University and a diploma in Marketing Communications from the British Columbia Institute of Technology.

Megan Archibald

Megan Archibald
Associate Director, Communications and Stakeholder Engagement

As the Associate Director of Communications and Stakeholder Engagement, Ms. Archibald oversees the association’s internal and external communications programs. She is responsible for APEGBC’s media relations; student programs; career awareness, awards and sustainability programs; and branches.

Ms Archibald holds a degree in Rhetoric and Communications from the University of Winnipeg and has a strong background in event management, marketing and communications.

Jennifer Cho, CGA

Jennifer Cho, CGA
Director, Finance and Adminstration

As Director, Finance and Administration, Jennifer Cho plays a leading role in the annual audit, budget, annual billing, and monthly financial reporting processes as well as management of a variety of administrative responsibilities.  She is a Certified General Accountant and brings many years of accounting experience from her role as a Controller at Aquilini Development & Construction Inc. and Intrawest ULC, as well as budgetary experience from her role at the City of Vancouver.

Don Gamble

Don Gamble
Associate Director, Information Systems

Responsible for the resource planning, implementation, operation and support of the Association’s information technology and telecommunication systems, Mr. Gamble’s role encompasses strategic planning, project initiation and execution in strategizing, planning, and directing the development and administration of the Association’s information systems including business analytics, database management and security, systems maintenance and development, and telecommunications.

Mr. Gamble has an M.Sc. in Computer Science from Simon Fraser University and strong technical expertise in application development, data and system integration, databases and middleware, and hardware infrastructure. He has many years of senior information systems management experience, most recently as the Director of IT Architecture, Database and Application Servers with the Overwaitea Food Group.
