INTEGRATING PSAB ACCOUNTING REQUIREMENTS AND ASSET MANAGEMENT PLANNING

Asset management is an engineering practice designed to obtain the maximum benefit of an asset over its expected life cycle, while PSAB 3150 is an accounting practice to recognize that value is derived from an asset over an expected period. This session is designed to provide a framework to assist the Manger of Engineering and/or Operations of local governments to achieve success in PSAB 3150 and asset management:
- In order to achieve successful software implementation, the local government organization must understand the business requirements of both asset management and PSAB 3150 conformance.
- Review of the differences between asset management and PSAB 3150:
- Review of case studies
- Identification of successful implementation strategies: Procedures and communication planning
- References to applicable Best Practice Guides.

MANAGING MUNICIPAL ASSETS: FIRST STEPS

This presentation is a case study of the approach taken by the City of Richmond on managing their underground municipal assets for the drainage, sanitary sewer and potable water systems. The primary objective of the presentation is to assist other municipalities who are beginning to develop their asset management strategy and who are currently dealing with the requirements of PSAB 3150. The presentation will identify several challenges and considerations that need to be addressed in developing an asset management strategy.
