University of British Columbia is expending $750 million in the expansion and development of the university campus in Kelowna, UBC Okanagan. The presenter will review the measures being taken to make the campus fully sustainable.

RAILS WITH TRAILS PROJECT

Transportation managers are increasingly being challenged to develop innovative and sustainable design solutions to provide alternatives to the automobile. With the movement toward having green infrastructure, alternative modes of transportation and healthier lifestyles, the demand for increased cycling and pedestrian facilities is becoming more prevalent. Communities interested in improving conditions for cycling and pedestrian modes of transportation perceive railway corridors to be ripe with opportunity as they are generally flat, along desired lines and have few road crossings. In 2000, the City of Kelowna initiated a study to assess the feasibility of creating a multi-use pathway alongside an active CN Rail corridor. Construction of this first section of the Rails with Trails project began in September of 2007, with completion planned for May of 2008. This session will provide a summary of the successes and challenges of the project.

IMPACT OF PINE BEETLE ON WATERSHED FLOWS AND MUNICIPAL FLOOD PLAIN BYLAWS: A CASE STUDY

Lying next to Okanagan Lake with creeks and streams running through it, floodplain management within Kelowna is critical to the protection and well being of public and private property. Kelowna is experiencing new development and re-development pressures, some of which are within these floodplains. Floodplain management can take such forms as restricting development or establishing minimum building elevations. No matter what form the management takes, the identification of the extent of inundation is critical. Two environmental factors are affecting the extent of inundation - climate change and the progression of the pine beetle infestation into Okanagan watersheds. Kelowna faces the challenge of balancing the short and long-term hydrologic changes affecting development within its risk managed floodplain areas.

BEST PRACTICES FOR LOCAL GOVERNMENT FOR GREENHOUSE GAS EMISSION REDUCTION IN TRANSPORTATION

This presentation will consist of a discussion of what initiatives have been undertaken by leading local and regional governments in Canada and the United States and what they are implementing to reduce GHGs in the transportation sector. A main focus will be on measures to reduce VKMT.
