Electronic Balloting Option Unavailable for 2007/2008 Council Election Bylaw Vote

As reported in the May/June issue of Innovation, APEGBC was awaiting the completion of the legislative process for Bill 12, which contains a number of changes to the Engineers and Geoscientists Act. Among these changes was the option for Council to authorize electronic balloting. Council put in the place the process for electronic balloting but the changes to our act were not proclaimed into law prior to the legislature’s summer recess.

Foreign Credentials Referral Office Established

The first phase of the Foreign Credentials Referral Office (FCRO) was recently launched.
This new office is intended to help internationally trained individuals who plan to work in Canada get their credentials assessed and recognized more rapidly, and will help people navigate through the complex system of foreign credential recognition in Canada.

APEGBC Encourages Alberta Geo. registration at 'Let it Flow' Conference

APEGBC exhibited at Let it Flow, the combined conference of the Canadian Society of Petroleum Geologists and Canadian Society of Exploration Geophysicists from May 14-17, 2007 in Calgary, Alberta. APEGBC felt that it was important to have a presence at the conference to remind Alberta-based professional geologists and geophysicists with projects in BC that they are required to be registered with APEGBC. The conference was also an opportunity to learn about the Alberta oil and gas industry and to meet its leaders and key decision-makers working in this sector.

Restriction of Practice Rights – Clifford Proctor, P.Eng., Victoria, BC

A complaint was made to the Association relating to deficient wastewater treatment and disposal systems services provided by Mr. Proctor for property situated in Victoria, BC. The complaint was investigated by the designated reviewer. In lieu of the Association proceeding with a disciplinary inquiry, Mr. Proctor will cease practising in the areas of wastewater treatment and disposal systems effective June 29, 2007.

Disciplinary Hearing – Dr. Frank Stromotich, P.Eng., West Vancouver, BC

A complaint was received regarding comments Dr. Stromotich made in an e-mail regarding another member. Staff wrote to Dr. Stromotich requesting a response to the complaint filed against him. The matter was eventually referred to the Investigation Committee, which instructed staff to demand a response to the complaint from Dr. Stromotich.

Revocation - Jamal J. (Jay) Asfar, North Vancouver, BC

A disciplinary inquiry was held, relating to Mr. Asfar’s failure to respond to a request by the Investigation Committee for documents and information. The discipline panel found the allegations were proven and after hearing submissions on penalty, ordered that Mr. Asfar’s membership in the Association be suspended until he provides a complete response to the Investigation Committee’s request for documents and information.
