BC Court of Appeal Finds Consultant Liable For Flawed Tender Process
A recent Court of Appeal case served as an important reminder of professional responsibility, wherein the Court was asked to consider a consultant’s potential liability to its client when the consultant is engaged to coordinate a tender process. The decisions stemming from the appeal and trial collectively provide guidance in respect of the practice of bid shopping, and in respect of a consultant’s liability for its role in the tender process.

P.Eng.'s and P.Geo.'s Named Under New BC-Alberta Agreement
On April 28th, BC and Alberta signed the British Columbia-Alberta Trade, Investment and Labour Mobility Agreement at the 4th annual joint BC-Alberta Cabinet meeting in Edmonton, creating the second largest economic region in Canada. The agreement enhances labour mobility by recognizing occupational certifications of workers in both provinces. Both engineers and geoscientists are named as occupations that need to comply with the agreement by April 2009.

APEGGA Offers to Partner with Technologists
In 2005, despite the objections of APEGGA and other professional associations, approval was received for a change of name from the Alberta Society of Engineering Technologists (ASET) to the Association of Science and Engineering Technology Professionals of Alberta. On March 21st, APEGGA made a presentation to the government's Standing Policy Committee addressing concerns about the name change as well as the proposal to make ASET a regulator of a wide range of technologists, many of whom are already provided for under existing legislation that regulates professional groups.

Norman B. Keevil Institute of Mining Engineering Created at UBC
A $7.5M gift to UBC’s mining engineering program from Teck Cominco Limited and its partners has led to the creation of the Norman B. Keevil Institute of Mining Engineering, named in honour of the former president and CEO of Teck Cominco Ltd. This financial boost to the university’s mining engineering program will increase its capacity for education and research. It will also support infrastructure upgrades and faculty recruitment.

Loss of Practice Rights — Richard DeLisser P.Eng., Surrey, BC
A complaint was made to the Association regarding a structural engineering field review that Mr. DeLisser provided for a large single-family dwelling in Lion’s Bay, BC. The complaint was investigated, and in lieu of the Association proceeding with the disciplinary inquiry, the Discipline Committee has approved an agreement that, Mr. DeLisser will not apply for practice rights for two years.
