Loss of Practice Rights — Richard DeLisser P.Eng., Surrey, BC

A complaint was made to the Association regarding a structural engineering field review that Mr. DeLisser provided for a large single-family dwelling in Lion’s Bay, BC. The dwelling was not designed by Mr. DeLisser (Mr. DeLisser has since retired for reasons unrelated to the complaint).

The complaint was investigated by the designated reviewer and the Investigation Committee, which recommended that an inquiry be held.

The Discipline Committee has approved an agreement that, in lieu of the Association proceeding with the disciplinary inquiry, Mr. DeLisser will not apply for practice rights for two years. If Mr. DeLisser does apply for practice rights after that time, he will be required to pay to the Association its investigation costs in the amount of $2,250 before his application will be considered.

Mr. DeLisser has also turned in his seal to the Association. Considering that there is no greater penalty than loss of practice rights, the Association is satisfied with the resolution of this matter.

Complete copies of decisions on penalty and liability, as well as Stipulated Orders, are posted at www.apeg.bc.ca under Enforcement and Discipline, which also provides general information on the complaint procedure and the investigation and discipline processes.
