APEGBC Council Election and Bylaw Amendment Vote Results
Earlier this year, the Engineers and Geoscientists Act was amended to allow for electronic voting. This allowed APEGBC to introduce an electronic voting procedure for the 2008 Council election and bylaw amendments.
The online ballot was conducted using systems contracted from Everyone Counts Inc., which runs under high security, SSL level, 128-bit encryption with anti-fraud controls and secure login for eligible voters. This third-party system protects the anonymity of a vote. Election results were only made available to APEGBC after the close of the election on October 3, 2008. Paper ballots were provided to members upon request.
Three registered members of the Association, Phil Sunderland, P.Eng., Paul Blanchard, P.Eng., and Bill Gilmartin, P.Eng, scrutinized the electronic and paper voting processes. The scrutineers have confirmed the ballot results and that the election was conducted in a confidential, fair and impartial manner.
This year response from the membership was comparable with other years with 19.7% of registered members returning ballots. 3,841 members returned their vote on-line. Ten members submitted paper ballots.

AMENDMENTS TO ASSOCIATION BYLAWS
The results of the 2008 bylaw amendment vote are as follows:

As bylaw amendments require a two-thirds majority for ratification:
- Bylaw 10 (b)(i) to authorize Council to set member fees by two-thirds majority vote of Council does not pass.
- Bylaw 10 (c) to establish basic requirements for members returning to practise passes.
