Seminar

The APEGBC Council recently approved the “Guidelines for Legislated Landslide Assessments for Proposed Residential Developments in BC”.  With the assistance of the B.C. Ministry of Forests funding for the development of this Guideline was obtained from the B.C. Ministry of Public Safety and Solicitor General through the Provincial Emergency Program (PEP) under their Natural Hazards Mitigation Fund. This document was prepared using a committee of APEGBC members with extensive experience in this field of practice. During preparation input was received from several diverse parties and stakeholders as members of an APEGBC Internal Review Task Force and External Review Group.  This Guideline was recently revised to address seismic slope stability assessments.

This session will provide members of APEGBC who are involved in this field of practice with an overview of the Guidelines.  Topics discussed will include: roles and responsibilities, how to exercise due diligence, and the legislative framework governing residential development in areas that may be at risk to landslides.  A representative from Bull Housser & Tupper, the law firm that carried out the legal review of the document and crafted the Landslide Assessment Assurance Statement, will be present to discuss the legal aspects of the Guideline.
An associate from an approving authority will also present their perspective on the Guidelines.  In addition, the topic of seismic slope stability assessments will be covered including a methodology to carry out such assessments.

The seminar will be of interest to all officials who act to ensure that development can occur safely in areas where there is a risk of landslides.

 


Instructor

Bob Gerath, P.Geo has over 30 years of professional experience in a variety of engineering and environmental investigations.  He is a specialist in geological hazard and risk assessment, geological site assessment and in geotechnical aspects of planning and permitting reviews.

Rob Hunter, LLB, Bull Housser & Tupper. He focuses on resolving insurance, construction, engineering, architectural, environmental and professional regulatory litigation with an emphasis on the representation of design professionals in liability claims and contractual disputes. Rob also acts on behalf of professional regulatory bodies and has an environmental defence practice.

Steven Kuan, P.Eng. is Senior Seismic Engineer with the Building and Safety Policy Branch of the BC Ministry of Housing and Social Development.  He has over 15 years of seismic structural engineering experience in consulting, research and federal and provincial governments.  Dr. Kuan is a graduate of The University of British Columbia where he is now an adjunct professor in the Department of Civil Engineering. He is co-manager of the APEGBC Task Force on Seismic Slope Stability.

Peter Mitchell, P.Eng., APEGBC
Director of Professional Standards and Development at APEGBC. His key responsibilities include the administration of the Practice Review Program, and providing staff support to numerous committees, task forces and boards dealing with professional practice issues. He also provides staff support to the Division of Engineers and Geoscientists in the Forest Sector (DEGIFS), and the Division of Structural Engineers (DSE).

Doug VanDine, P.Eng., P.Geo. has worked in geological and geotechnical engineering in the province for over 30 years.  His work has been primarily associated with landslides and other natural hazards – for residential development, transportation infrastructure, and resource development.
