This seminar will deal with the various types of roles engineers play in the structural design of Part 9 buildings and their associated responsibilities. The seminar will include a review of the following two APEGBC documents :
- Guidelines for Professional Structural Engineering Services for Part 9 Buildings
- Structural Design Issues for Housing and Small Buildings in B.C., Information for Local Authorities, Homeowners and Developers
Practicing structural engineers will provide the perspective of a designer of Part 4 components of a Part 9 building and the Engineer of Record taking overall responsibility for the structural integrity of the Part 9 Building. In addition, considerations from a legal perspective , an authority having jurisdiction and the Provincial Government's Building and Safety Policy Branch will be provided with respect to the role of professional engineers in the structural design of Part 9 buildings.
Those who will find this session of particular interest are engineers involved in the structural design of Part 9 buildings, municipal building officials and all others engaged in the design and construction of buildings which fall under Part 9 of the BC Building Code or the Vancouver Building Bylaw.

Rob Hunter, LLB - Bull, Housser & Tupper
Rob Hunter joined Bull, Housser & Tupper LLP in 1980 after serving as Crown Counsel in British Columbia's Ministry of Attorney General. He focuses on resolving insurance, construction, engineering, architectural, environmental and professional regulatory litigation with an emphasis on the representation of design professionals in liability claims and contractual disputes. Rob also acts on behalf of professional regulatory bodies and has an environmental defence practice.
Steven Kuan, Ph.D.,P.Eng. - Building Policy Branch
Steven is the Senior Seismic Engineer with the Building and Safety Policy Branch of the BC Ministry of Housing and Social Development. He has over 15 years of seismic structural engineering experience in consulting, research and federal and provincial governments. Dr. Kuan is a graduate of The University of British Columbia where he is now an adjunct professor in the Department of Civil Engineering. Steven is active in various professional organizations and technical committees. He is co-manager of the APEGBC Task Force on Seismic Slope Stability.
Thomas Leung, P.Eng., Struct.Eng. - Thomas Leung Structural Engineering Inc.
Thomas is a graduate of the University of Waterloo, Civil Engineering. He’s been the Principal of a small consulting firm since 1989. As well, Thomas is a member, of the Technical Committee, CSA-086, Engineering Design in Wood, APEGBC’s Investigation Committee, APEGBC’s Building Code Committee and the City of Richmond’s Advisory Design Panel
Peter Mitchell, P.Eng. - APEGBC
Peter is the Director of Professional Standards and Development at APEGBC. His key responsibilities include the administration of the Practice Review Program, and providing staff support to numerous committees, task forces and boards dealing with professional practice issues including the Consulting Practice Committee, Building Codes Committee, Seismic Risk Task Force, Fee Guideline Task Force, Practice Review Committee, Certified Professional Committee, and the APEGBC/ABCPF Joint Practice Board. He also provides staff support to the Division of Engineers and Geoscientists in the Forest Sector (DEGIFS), and the Division of Structural Engineers (DSE).
