Asia-Pacific Economic Cooperation (APEC) and Engineering Mobility Forum (EMF) Register of Professional Engineers  

Engineers Canada, representing twelve provincial and territorial constituent engineering associations, has established an Asia-Pacific Economic Cooperation (APEC) and an Engineering Mobililty Forum (EMF) Register of Professional Engineers. This is the first step in developing protocols to allow engineers from the Canadian Registers to practice engineering in other economies.

Future discussions between any two of the participating economies may lead to the establishment of bilateral mutual recognition agreements that ease the processes by which engineers from a 'home' economy gain access to practice rights in the 'host' economy.  Inclusion on the Register is governed by criteria agreed to by the participating economies. Each economy will maintain a Register of its APEC and/or EMF qualified engineers. Currently, there is no obligation on any economy to confer rights upon the engineers of another economy.

APEC Register of Professional Engineers

Currently Australia, Japan, Hong Kong (China), Korea, Malaysia, New Zealand and Thailand have joined Canada in initiating the establishment of an APEC Register in their economies.

EMF Register of Professional Engineers

The economies that are signatories to the EMF Register of Engineers are: Australia, Canada, Hong Kong, Ireland, Japan, Korea, Malaysia, New Zealand, South Africa, the United Kingdom, and the United States.

As the qualification requirements for both registers are the same,

all Canadian Professional Engineers who satisfy the requirements for one Register

will automatically be registered on both.

Only one Register will be maintained for both APEC and EMF registrants.

APEGBC welcomes applications from members of any Provincial Engineering Association for the Canadian APEC/EMF Register of Professional Engineers. Interested and qualified applicants with the following background are invited to apply:

  • registered as a Professional Engineer in Canada
  • registered and currently practicing in the Chemical, Civil, Electrical, Environmental, Industrial, Mechanical, Mining, or Structural Engineering disciplines
  • a minimum of seven years practical experience since graduation, with at least two years in responsible charge of significant engineering work
  • demonstrated Continuing Professional Development (CPD) at a satisfactory level
