Topic:

1. "APEGBC OQM Program - A New Tool for Improving Professional Practice Quality Management

2. "Risk Management "

Details:

Marg Latham will be giving a presentation on APEGBC’s new Organizational Quality Management Program.

Later this year APEGBC will launch its new Organizational Quality Management (OQM) Program. APEGBC recognizes the significant influence that organizations employing APEGBC professionals have on the practice of the professions. The OQM Program aims to address that influence and improve professional practice quality management at an organizational level. This self-funded program is available on a voluntary basis to all organizations providing professional engineering or professional geoscience products or services in BC.

Benefits of OQM Certification

Organizations achieving OQM certification will:

  • Have employees exempted from random APEGBC Practice Reviews
  • Receive an OQM certificate
  • Be recognized on APEGBC website and in APEGBC publications
  • Support their APEGBC professionals in meeting their professional obligations

In creating the OQM Program, APEGBC has NOT created a quality management system (QMS) for organizations. Instead, the OQM Manual provides guidance to organizations about how to confirm, adapt, adopt or create policies and procedures for their QMS that are consistent with the quality management requirements that their APEGBC professionals must meet under the Act and Bylaws. As part of the OQM Program, APEGBC will issue an OQM certificate to organizations that have voluntarily implemented policies and procedures consistent with these requirements.

Catherine Roome will be talking about three related issues to the topic of Leading the need for Transformative Change in Technical Systems Safety:

  1. Risk control at a macro level - What do we mean by ‘enterprise risk’ and how is technical risk viewed within an “apples to oranges” comparison?
  2. Regulators and a changing world - Why regulators themselves are looking at the enterprise risk management strategies of the private sector; and, developing innovative solutions to complex risk control problems
  3. Looking around the corner - predictions for how health and safety will be managed in a future world
Speakers:

1. Marg Latham, P.Eng., CMC.
Marg is president of Aqua Libra Consulting Ltd. She is a seasoned senior executive, professional engineer and certified management consultant with a passion for leading people and change. She is described by a former CEO as delivering “impossible missions” and by team members as a passionate leader and mentor. South Fraser Perimeter Road Design Strategies

Speaker:

Roger Schmidt, P.Eng.

Join us for a presentation on the new South Fraser Perimeter Road by our speaker, Roger Schmidt.

Approximately 40km long, South Fraser Perimeter Road (SFPR) is a new four-lane, 80km/hr route along the south side of the Fraser River from Deltaport Way in southwest Delta to 176th Street (Hwy 15) in Surrey, with connections to Highways 1, 17, 91, 99, and TransLink’s Golden Ears Bridge connector road.  In July 2010, The Fraser Transportation Group was awarded the contract to design build and operate the SFPR.
The project includes extensive earthworks, numerous bridges and walls and faces challenges associated with building over soft soils. The presentation will describe how design strategies were developed to overcome the project’s technical challenges.

Roger Schmidt holds a BASc from UBC and has an extensive structural engineering background gained on a variety of bridge projects, many of them competitive designs, such as the Castlegar /Robson Bridge over the Columbia River, the award winning Tsable River Bridge on the Island Highway and the H-3 Viaduct in Hawaii.  Since 1998 he has focused on design management and he formed Emplex Consulting in 2000 to provide transportation engineering, project management and quality services to public and private sector clients.  He has managed significant portions of large transportation projects such as the Vancouver segment of the $1.2B SkyTrain ALRT extension for which he was design manager and the $1.6B Canada Line Project for which he was elevated guideway structural design manager. He managed the Pattullo Coating and Knight St Seismic Upgrade projects for Translink and was one of four project managers for the early stages of the Evergreen Line. He was the design manager for the Coast Meridian Overpass - the longest launched girder in Canada - and currently is the Technical Director for the Fraser Transportation Group which is the Design Build Contractor building the South Fraser Perimeter Road Project.

Topic: Canada’s First Ground Run-up Enclosure Facility
Speaker: John Lenahan, P. Eng., Director Engineering Projects, YVR
The Vancouver Airport Authority is in the final stages of construction of Canada’s first Ground Run-up Enclosure (GRE), a state-of-the-art facility designed to minimize noise from engine run-ups that are conducted as part of regular aircraft maintenance work.
The $12-million facility, to be located adjacent to YVR’s South Terminal, will reduce the engine run-up noise heard in nearby neighbourhoods by up to 50 per cent, while providing time and fuel efficiencies to air carriers operating out of Airport South and overall environmental benefits to the entire region.

The GRE is a three-sided, open-roofed enclosure, as tall as a five-storey building and built with noise-absorbing panels and perforated by several louvered vents for aerodynamic purposes. The GRE is designed to reduce engine run-up noise by absorbing and channelling sound up rather than out.

In addition to noise abatement, the GRE will provide a glycol recovery and containment area during winter de-icing operations. The GRE will also provide fuel and time efficiencies and reduce greenhouse gas emissions for Airport South operators who no longer need to taxi to the designated run-up area at the west end of Sea Island.

Join us for a presentation on Gas Collection at the Vancouver Landfill by our speaker, Jerry Sobejko.

The City of Vancouver manages and operates the Landfill located south of the George Massey Tunnel in Delta.  The Landfill supports various municipalities in the neighboring region since 1966, with ever expanding recycling, composting, and landfill gas facilities. Dumps such as shown in the movie Slumdog Millionaire have been known to be a threat to the environment through fires, odours, vectors, groundwater pollution, and air pollution.  On the other hand, engineered landfills are the number one method of garbage disposal in North America and have to meet strict regulations and on going testing to show that the environment is not being polluted and that the operation is safe for the community with minimal undesirable impacts.  Furthermore, the landfill gas collected is being used for building heating and electricity generation with further beneficial uses being considered in the future.  The process of gas collection poses various operational challenges worth discussing and being presented in this seminar.

Jerry Sobejko is an engineer at the City of Vancouver Landfill.  He graduated from UBC with a Master's degree in Engineering and a Bachelor's degree in Applied Science in 2002. Jerry is a member of APEGBC and a P.Eng since 2007.

Jerry worked at the Vancouver Landfill for the past three years on a number of capital projects such as landfill gas collection, progressive closure, water supply, and entrance expansion.  Prior to that, Jerry worked in the Equipment Services Branch of the City of Vancouver and RST Instruments, a local geotechnical instrumentation firm.

We need a minimum of two volunteers for each event (4 total) - the more the better so we can take breaks, tour the other events of just commit for part of the day. Please feel free to recruit your friends and co-workers - everyone is welcome.

Please e-mail me back with your response, time commitment and preferred time (morning or afternoon). this opportunity is restricted to P. Eng and P. Geo only by the by-laws.

Thank you one and all for your past support and continued support moving forward. Please note the pressing deadlines on this opportunity and give these matters due attention.

Respectfully,

Philip Parker, P. Eng. Chair,

Creation Burnaby Announcements:  Engineering & Science Day with the Boys & Girls Club

Summary:

On August 21st, 2009 the Burnaby Product Engineering, Test Engineering, and CCAM team decided to try something new for a team-building event.  In past years we organized an internal “Fun Day” with physics challenges; this year we included a Difference element, and partnered with our local Boys & Girls Club of Greater Vancouver club to host what we called a “Creation Engineering & Science Day”.

Taking over a day within the Fraserview Club’s daycamp schedule, our goal was to introduce basic concepts of science and engineering to 60 kids (aged 6-12); to get them thinking about things around them, and of course to have FUN!  And fun we had, as we went through a demonstration and two team challenges, which were prepared by the Engineering team in the weeks leading up to the event.

We started off building bridges made of Popsicle sticks.  Using glue and tape, each team was challenged to design a structure that would resist the greatest point load.  Thanks to the tremendous support of our provincial engineering association (APEGBC), we had all the materials and equipment to replicate an earlier regional event hosted by APEGBC.  The bridges were allowed to do dry for only 3 hours before being placed in “The Crusher” to be tested.  The creativity in the bridges can be seen in the pictures below; the strongest bridge resisted a 29-lb load!

Next, we provided a quick lesson on concrete and roadways – we brought unmixed concrete and showed the kids how it turns into the hard concrete they run on so often.  It was refreshing to see them eager to handle the sample and even wanting to put their fingers into the concrete!

Our last challenge of the day involved an inventory box, rubber bands, and ping pong ball, among other materials.  Each team constructed a device that launched the ball as far as possible, but with precision over 3 trials.  Once again, the creativity in the kids was evident in the various ideas they came up with, and the enthusiasm as they watched everyone else during the contest.

The kids ended the day wanting to take home as many “souvenirs” as possible – from the launching device to bits and pieces of the crushed bridges.  The kids, staff, and Engineering all had a great time and it was exciting to see some budding mini-Engineers out there!
