Subject Information
The recent decision by the BC Ministry of Environment to grant Domtar a permit amendment to use low-level stacks in Kamloops for the pulp mill’s power boilers created media coverage, public discussion, and an appeal of the amendment to the Environmental Appeal Board. Ralph Adams, M.Sc, P.Ag., a meteorologist with the BC Ministry of Environment in Kamloops, will speak briefly on Domtar’s proposal to the Ministry; discuss the atmospheric modelling used to support the decision; the current air quality measured in Kamloops, and the other factors used in the decision. Mr. Adams will also briefly discuss the role and jurisdiction of the Environmental Appeal Board, the government agency set up to receive and adjudicate appeals of government decisions around permits.
After graduating from UBC Mr. Adams has worked as a climatologist with the BC Ministry of Forests, Research Branch, participating in many forest climate, reforestation and forest hydrology projects. Since 2000 he has been an Air Quality Meteorologist with the Environmental Quality Section. His roles there include the analysis of data from the air quality monitoring network, air quality assessment , supporting airshed planning, and environmental impact assessment of air discharges.
Mr. Adams is also a member of the Tetra Society, a volunteer based charity that designs and builds assistive devices for people with disabilities ... and is looking for volunteers.

Subject Information
David will present an introduction to the Comprehensive Plan for the Holy Cities of Makkah, Madinah and Al-Mashaer, Saudi Arabia, the issues and opportunities involved with rapid growth and cultural change, and lessons learned.
David has been with MMM Group for over 5 years in British Columbia with a focus on physical planning and active transportation. David has been involved with private and public design projects across Canada and is currently working in Saudi Arabia, where he is involved in preparing a Comprehensive Plan for the Holy Cities of Makkah, Madinah and Al-Mashaer. In addition to his International work, David has been a key part of the planning and design of the Downtown and North Shore Transit exchanges in Kamloops, a community garden and (park)ing facility in Kelowna, the Integrated Growth Strategy for Merritt, and the Kamloops North Shore Plan. In addition to his work with clients, David is a Director of the Kamloops Central Business Improvement Association, sits on the Policy Committee of the Canadian Institute of Planners, and teaches the Sustainable Site Planning and Transportation course at Thompson Rivers University. |

This month-long celebration promotes public awareness of the work of APEGBC members, and in particular seeks to introduce children and youth to engineering and geoscience through engaging activities and displays that pique their interest and capture their imagination. Always popular, a number of popsicle stick and spaghetti bridge building contests are held in APEGBC Branches around the province. In these contests, bridges are constructed of either popsicle sticks or spaghetti, and then load tested to breaking point.

APEGBC’s South Central Branch and the APEGBC Foundation are pleased to announce the establishment of the APEGBC South Central Branch Engineering Transfer Scholarship. The new scholarship valued at $1000 annually will be offered to first year engineering students at Thompson Rivers University this fall.
Deven Matkowski PEng, Treasurer and Past Chair, South Central Branch noted, “The scholarship initiative was seen as an opportunity to progress on three main goals of the South Central Branch: promote the engineering and geoscience professions at a community level; support the local engineering program at Thompson Rivers University; and attract and retain good young people into the profession. The early interest it has generated is a good indicator that the scholarship initiative is already a success.”
Thanks to the generosity of benefactors in the South Central community, the branch has raised $5000 for the establishment of the scholarship. The goal of the South Central Branch is to institute a self-sustaining scholarship fund with a starting target balance of $20,000. To help support the South Central Branch’s scholarship initiative, tax-deductible donations can be made to the APEGBC Foundation marked “South Central Branch Scholarship Fund.”
The Foundation is a registered charity, and donations to the Foundation are tax-deductible under Canada Revenue Agency regulations.
