ABSTRACT - Capilano Break Head Tank and Energy Recovery Facility
The Capilano Energy Recovery Facility and Break Head Tank (ERF & BHT) forms an integral part of the Seymour Capilano Filtration project (SCFP), which includes two reservoirs, pumping station, filter plant and twin 7 km tunnels for water transfer between facilities, which will provide approximately up to 1.8 billion litres of filtered, potable water per day. The ERF/BHT is located at the Capilano reservoir in North Vancouver and provides a controlled terminus for the Treated Water Tunnel return water from the filter plant at Seymour to its origin at Capilano. The facility is designed to break (dissipate) the pressure from the gravity fed tunnel prior to discharge into the Capilano transmission mains and to maintain a controlled hydraulic head for the potable water distribution system. Design features include:
- Twin 1.65m diameter, fully redundant, sliding plate, multi-orifice pressure reducing valves for energy dissipation in break-head mode
- 2,000 m3 underground concrete wrap-around buffer tank to minimise project profile and footprint in sensitive parkland area, including architectural design to minimize visual impacts. Design phase included physical model testing to optimize hydraulic operation
- An underground emergency overflow weir, channel and discharge spillway, complete with chemical de-chlorination system to neutralize the treated water before it enters the Capilano reservoir, to avoid chlorine effects to fish and the aquatic environment
- The facility will also be equipped with a 1.8 MW energy recovery turbine/generator and control system to generate approximately 8 to 9 GWh/annum of hydroelectric energy to displace pump station electrical energy loads, including all associated instrumentation, electrical and control systems required for automated operation in break head or energy recover modes.

Dinner Forum on Environmental Stewardship and New Roles for Professions in Society
For Closure of Crucial Gaps
Presentations by Dr. John MacDonald P.Eng. and Mr. James Hoggan.
The Forum will reference the 2009 Engineering Summit “Montreal Declaration”, which pledges that Canada’s Engineers will collaborate in society with other professions, understanding that engineering supports harmony between human life and the environment.
Dr. John MacDonald will apply “from space” and “down-to-earth” perspectives to explore challenges faced by our civilization, featuring: a needed multi-faceted energy transition; and parallel water issues. Solutions may require application of:
- Authoritative scientific consensus on probable gaps, existing or threatening, between society’s energy expectations and the consequences to the environment’s carrying capacities;
- Alternative technologies for the solutions, (communicated as to be explained by Mr. Hoggan); and
- Mitigation and abatement plans to be developed, including changes in human conduct for harmony with the environment.
Mr. James Hoggan will explore closure of gaps in communication, burden of proof, and a grasp of risk, and how to collaborate towards a more resilient society and exploit:
- Expert knowledge of challenges and their costs such as presented by Dr. MacDonald;
- Multi-profession and public awareness and support, including acceptance of actual or likely facts and probable trends, through difficult conversations in society;
- Some dependence on commitment and financing from applicable governments, supported by far-reaching society aims.

This year’s event was a huge success. We had 101 competitors for the North Shore event. We also had a sister event in Sechelt – new this year – that attracted 44 participants! We landed the cover of the North Shore News. APEGBC also sent out a professional photographer to our event, so there are some very serious odds that photos of the event will we showing prominently in the upcoming issue of Innovation.
We had some remarkably strong bridges this year, but a notable highlight was seeing twenty-six bridges in the elementary division (most of them in the third grade) testing above the 1000 Newton mark! Making a bridge out of popsicle sticks and white glue that can support a weight of over 225 pounds is one thing, but that’s especially impressive when the bridge designers are eight years old! Results have been forwarded on to APEGBC and should be up on the website shortly.
Buckland & Taylor’s bridge building seminar was very well attended yet again. A huge thanks goes out to Don Burkholder and Chris Scollard for organizing this again, as well as the team of bridge engineers they had helping the students individually.
Many thanks to our Gold level corporate sponsors – Knight Piésold, Stantec, Associated Engineering, Opus DaytonKnight, McElhanney and David Aplin Recruiting. Their financial support of this event is a big part of its success and also ensures that it remains an event accessible to all – kit deposits are refunded to participants on competition day, making this an entirely free community event. KidsBooks, RST Instruments, Levelton and APEGBC also generously provided equipment and services to help our event.
The popsicle bridge competition is entirely volunteer-run. Behzad Ghods, Denis Michaud, Danny Li, Jagdeep Mann, Katherine Chan, Michael Oshoway, Marina Makovetski, Mina Vafae, Pedram Hosseini, Sylvie Michaud, Shahrzad Pedram, Judi Wannamaker and Jaime Guzman all helped us out tremendously. Members of the APEGBC S2S executive – Horst Unger, Eva Robertsson, Mihai Georgescu, Hamid Behmanesh, John Morgan – also played a big part in the event. Finally, Peter Reid was fantastic in his role as event coordinator this year. I was out of the country the day of the event, and Peter was able to step in and run the show – a big thanks to Peter!
See you all next year!

Topic: Vancouver's Drinking Water Treatment Process
Here is a digest of Sharon's presentation in her own words :
"More than two thirds of Greater Vancouver 's current drinking water supply is located in our North Shore mountains. Metro Vancouver provides reliable, safe, high-quality drinking water by acquiring and maintaining sufficient supply, treating it to improve its quality, and delivering it across the region to twenty two member municipalities. This presentation will describe how treated drinking water is produced at the Seymour Capilano Filtration Plant, which began operation in December 2009. It will also illustrate how rigorous laboratory monitoring and automated transmission control ensure it retains its quality until it reaches each municipality." |

Presentation from "Landslide Risk Analysis" by Pierre Friele, M.Sc., P.Geo. Download pdf
Date: Feb 25, 2009
Speaker: Pierre Friele, M.Sc., Professional Geoscientist. Sole Proprietor, Cordilleran Geoscience, Squamish, BC.
Topic:
Mount Meager, an active Cascade volcano, is the most landslide prone region in Canada. Recent mapping and drilling has identified several prehistoric volcanic landslides that have traveled many 10s of km downstream from the source that impacted areas now supporting the rural and urban community of Pemberton. The talk will present the physical evidence for some of these large events, the results of computer modeling demonstrating the extent of areas potentially affected by future events, and the results of landslide risk assessment that suggests that the risk in the Pemberton Meadows is unacceptable compared to international standards.
Time: 6:00 to 8:45 pm (Speaker at 8:00 pm).
Location: Cheers Restaurant, 125 East 2nd Street, North Vancouver, BC. Cost: $30.
