Job Summary:

Reporting to Measurement Services Manager, this position is responsible to provide leadership and management of the FortisBC Meter Shop Facility including engineering design, and support of the facilities systems.

Key Accountabilities:

Preparation and review of the Measurement Prover Systems, both conceptual and detailed designs, including programming and configuration for new systems and upgrades to existing measurement test facilities. Perform engineering design and other professional services to support capital projects including new meter device prover systems, installations, modifications to meter prover systems, and other capital projects at FortisBC for measurement at electric and gas facilities.

Provide professional services to support capital projects including new measurement device prover system installations, modification and design of meter prover systems to meet the measurement testing requirements in the FortisBC facilities. Provide technical support to operations staff and act as subject matter expert relative to measurement design and operating standards. Determine repair and/or replacement options and participate in technology selection and specification of equipment including purchase requisitions.
Participate in the preparation of feasibility assessments and soundness of proposed engineering evaluation tests, products, or equipment where confirmation by testing is advisable. Participate in establishing design constraints, select engineering techniques to solve problems, and make design recommendations.
Provide management and oversight of workforce in the Meter Shop including execution of operating and capital budgets. Ensure compliance with regulations, codes, standards, and guidelines with respect to measurement devices and the use in systems in Canada. Participate as a team member in specific phases of engineering assignment/assessments activities, ensure best practice methodology, and related tools are utilized. Prepare appropriate documentation for assigned projects. Prepare measurement system functional narratives.
Provide leadership and technical direction to measurement team members, respond to questions and queries, explain technical requirements, validate work according to standards to maintain quality and integrity of designs. Develops a direction and plans for meeting identified goals and objectives, setting priorities, assigning or re-arranging work and projects, managing related budgets. Reviews work and monitors progress and performance of Meter Shop day-to-day activities and projects. Provides coaching and guidance and motivates on an individual and team level.
Provide performance feedback and participate in development and delivery of formal training of internal and external customers related to the repair, calibration, and certification of measurement test equipment and measurement devices.

Education and Experience: 

  • Bachelor’s degree in engineering from a recognized program plus 7 to 10 years of experience in natural gas measurement projects. Four to six years of experience in management and/or a supervisory role within a unionized environment.
  • Eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of BC.
  • Frequent travel to FortisBC locations throughout BC is required. Occasional travel throughout North America may be required.

Technical Competencies:

  • Working knowledge of instrumentation/control system engineering and design (schematics, I/O, interconnection and wiring drawings, control cabinet layout).
  • Working knowledge of field instrumentation, control systems, DCS, PLC, HMI and Telemetry/SCADA.
  • Working knowledge of Measurement Canada Electric and Gas Inspection Act (S,P &P).
  • Working knowledge of Provincial and Canadian CSA Codes as applied to gas and electric projects.
  • Working knowledge of software such as MS Office and MS-Project, SAP.
  • Demonstrated ability to provide technical mentoring to measurement staff.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Demonstrated willingness to learn new concepts which may have direct or indirect impacts on gas and electric measurement.
  • Demonstrated ability to conduct research.
  • Demonstrated ability to analyze information and make sound judgements.
  • Demonstrated ability to work effectively, independently, and within a team.
