Main Purpose and Function

The Civil Engineer I will primarily be responsible for the delivery of capital construction projects that are led by the Streets and Electrical Design branch or the Transportation Design branch up to $3 million in value. This role will also be responsible for various project coordination activities involving multiple internal branches and external stakeholders.

The Civil Engineer I reports to the Section Head, Streets Project Coordination, within the Streets and Electrical Design Branch of Engineering Services Department.

Specific Duties and Responsibilities

  • Leads the successful completion of all project deliverables according to the defined scope, schedule, budget and ongoing monitoring, forecasting and reporting on project costs throughout construction.
  • Develops Project Charters and Project Execution Plans.
  • Follows all Engineering Organizational Quality Management (OQM) requirements by creating meeting minutes, construction logs, field reviews, site instructions, non-conformance reports (NCRs), schedules of deficiencies, contemplated change orders, change orders, substantial and total completion forms, and redline drawings.
  • Responsible for liaising, overseeing, managing various project teams—ranging in scale from small, streets-only projects though to more complex, multi-branch projects.
  • Works closely with the Streets, Traffic, and Electrical Operations Branch to deliver capital construction projects.
  • Perform thorough risk analysis throughout the project and identify mitigation/remedial measures.
  • Responsible for resolving any conflicts within the project team and escalating to Section Head or Project Sponsor when required.
  • Work with project coordinators to deliver on the project management requirements for assigned projects.
  • Responsible for ensuring defined quality management procedures and standards are followed by the project team.
  • Responsible for all project documentation and filing structure procedures.
  • Prepares reports, memos, and other project documentation; and delivers formal presentations.
  • Representative for the project when communicating status updates to Section Head, Branch Manager, Project Sponsor, Steering Committee, other City personnel, and/or Engineering Directors and General Manager.
  • Procurement of professional services and construction contracts as required, including oversight of contract execution.


Education and Experience:

  • Bachelor’s degree in civil engineering and four years of related experience.
  • Registration or eligibility for registration as a Professional Engineer (P.Eng.) in British Columbia.
  • Accredited project management training (eg. PMP certification, tertiary qualification) would be an asset.
  • Excellent Microsoft Word, Microsoft Excel, and Microsoft PowerPoint skills required.
  • Working knowledge of Microsoft Project would be an asset.
  • Demonstrated working knowledge of APEGBC’s Organizational Quality Management processes (or other OQM frameworks) would be an asset.

Knowledge, Skills and Abilities:

  • Working knowledge of project management principles and techniques across all phases of a project.
  • Experience on construction projects would be an asset.
  • Strong English written, verbal, and interpersonal communications skills.
  • Ability to build and maintain working relationships with other City design branches, Operations crews, and other key stakeholders.
  • Demonstrated ability to independently solve problems.
  • Strong organizational and time management skills.
  • Ability to work well in a dynamic team environment with little supervision.
  • Ability to lead a project team to deliver on objectives.
